How to add Blurred Background to a Horizontal Video Clip in Shotcut

Instead of adding blurred background to a vertical video, we will add it to a horizontal video clip in Shotcut

Well people use many variations in their videos clips so that they look appealing and adding blurred background is one of them and instead of adding blurred background to a vertical video, we will add it to a horizontal video clip which has also been asked in the comments section of one of my tutorials and I highly appreciate all the support that you people are showing.
